Maritime Safety Committee 110th Session (MSC 110) Summary Report

The Maritime Safety Committee 110 was held in hybrid mode from the 18th of June to the 27th of June.

The Committee adopted:

  • amendments to SOLAS chapters II-2 (insulation standards) and V/23 (pilot transfer arrangements and related certificates) – with a voluntary early implementation; as well as performance standards for pilot transfer arrangements;
  • amendments to the 1994 HSC Code and the 2000 HSC Code (Record of equipment including lifejackets);
  • amendments to the IMSBC Code (with additional individual schedules entering into force by January 2027);
  • amendments to the 2008 SPS Code (Record of equipment for pilot transfer).

Due to substantial proposals of amendments introduced for the drafting of IGC code amendments already approved at MSC 109, the Committee tasked the next CCC Sub-Committee to reconsider them in the view of their approval and adoption next year by MSC 111&112 (with an entry into force delayed to July 2028 instead of January 2028).

The Committee approved several guidelines and circulars which were submitted by sub-committees (see final tables in annexes). Among others, it approved

  • amendments to the Code of Safety for Fishermen and Fishing Vessels, 2005;
  • MSC circular on Required pilot transfer arrangements for pilots and other personnel;
  • MSC circular on Carriage of dangerous goods;
  • MSC circular on Recommendations on the safe use of pesticides in ships applicable to the fumigation of cargo holds;
  • MSC circular on Recommendations on the safe use of pesticides in ships;
  • MSC circular on Lists of solid bulk cargoes for which a fixed gas fire-extinguishing system may be exempted or for which a fixed gas fire-extinguishing system is ineffective;
  • draft amendments to the LSA Code (relevant application dates provisions).

The Committee progressed on several works :

  • except the human element, MASS Code is on the verge of being finalized;
  • it identified 51 barriers and gaps and set up a work-programme per sub-committee to prepare interim guidelines and the revision of conventions and codes in order to allow for the uptake of new fuels and technologies.
