USCG - BALLAST WATER MANAGEMENT REPORTING AND RECORD KEEPING REQUIREMENTS - FINAL RULE

The United States Coast Guard (USCG) published the below attached final rule on Ballast Water Management reporting and recordkeeping (80 FR 73105) in the Federal Register on 24 November 2015.
Through this final rule, the USCG amends 33 CFR part 151 ("Compliance monitoring", "Exemptions", "Reporting and recordkeeping requirements") as detailed from page 9 to the end of the above attached document.
Upon the effective date of this rule, i.e. February 22, 2016 (except for the amendments to 33 CFR 151.2060(b) through (f) and 151.2070), the Coast Guard will require vessels with ballast tanks operating exclusively on voyages between ports or places within a single Captain of the Port Zone to submit an annual report of their ballast water management practices.
This final rule :
1. simplifies and streamlines the ballast water report form. Finally, this rule will allow most vessels to submit ballast water reports after arrival at a port or place of destination, instead of requiring submission of such reports prior to arrival.
2. reduces the administrative burden on the regulated population, while still providing the Coast Guard with the information necessary to analyze and understand ballast water management practices.
