Updating the list of substances for tanker vessels as per ADN 2019

Further to the biennial update of the annexed regulations to the European Agreement concerning the international carriage of dangerous goods by inland waters (ADN), which enters into force on 1 January 2019,  the ADN dangerous substances list for tankers has been revised. The list from 2017 can still be used on board tanker vessels until 30 June 2019, after which date vessels must carry the new ADN 2019 list which is the only valid dangerous substance list supplementing the vessel’s class and ADN certificates. It is the classification society’s responsibility to issue the updated list. When the vessel is classed by Bureau Veritas, the technical section of the request form must first be completed on board with our surveyor to ensure that the vessel’s equipment and design are in line with the ADN regulations. Bureau Veritas has adapted its software to the new requirements of ADN 2019 and it is ready to issue a new list from 1 January 2019. In addition, the vessel’s list must be revised at renewal of the classification and ADN certificates.

There are a number of changes in ADN 2019 concerning the product list because ADN 2019 is a critical version revoking several transitional measures which expired on 31 December 2018. The main changes can be summarised as follows:

-           The transitional measures valid until 31 December 2018, or referencing renewal of certificates after 31 December 2018, have to be considered for the vessels’ continuous compliance with ADN requirements.

-           For several petroleum products and other flammable chemical products, the explosion group of autonomous protection systems is made explicit,

-           There are more specific requirements concerning the explosion protection of cofferdams, sampling devices and residual tanks, which come with transitional measures concerning the temperature class and explosion group as of 31 December 2024.
