Maritime Safety Committee 109th Session (MSC 109) Summary Report

The 109th session of the Maritime Safety Committee (MSC 109) was held in person from the 2nd to the 6th of December 2024, with hybrid facilities allowing remote participation.
 

MSC 109 adopted the following:

  • Amendments to Chapter 16 of the IGC Code (use of cargo as fuel)
  • A series of amendments to the IGF Code
  • Amendments to the Revised Recommendation on testing of LSA (resolution MSC.81(70))
  • Interim guidance to assist competent authorities in the implementation of the 2012 Cape Town Agreement 

MSC 109 approved the following:

  • Amendments to the IGC Code
  • “High-level” Interim Guidelines for the safety of ships using ammonia as fuel
  • Amendments to SOLAS to clarify the application of the IGF Code to gas fuels
  • Revised Formal Safety Assessment Guidelines (MSC-MEPC.2/Circ.12/Rev.2)
  • Draft amendments to the 1994 and 2000 HSC Codes for the carriage of infant lifejackets (for adoption at MSC 110)

MSC 109 also endorsed the Recommendations of goal-based standards (GBS) audit team concerning the IACS Recommendation 34 ʺStandard Wave Dataʺ (IACS Rec.34/Rev.2).

MSC 109 progressed on the following matters:

  • drafting of the non-mandatory MASS Code
  • the list of technologies and alternative fuels requiring additional work to lift barriers and reduce regulatory gaps
