III 9 Report

The 9th session of the Implementation of IMO Instruments Sub-Committee (III 9) was held in person in London (31 July - 4 August 2023) with hybrid facilities allowing remote participation.

III 9 approved the following:

  • amendments to 2021 Non exhaustive list of obligations under instruments relevant to the IMO instrument implementation Code (resolution A.1157(32)), deriving from amendments to relevant mandatory instruments entering into force up to and including 1 July 2024.
  • the updated Survey Guidelines under the HSSC including the latest amendments in MARPOL Annex VI as well as SOLAS (LSA Code, Chapters II & IV) with a view to submission to A33 for adoption.
  • draft amendments to the Survey Guidelines under the HSSC (resolution A.1156(32)) with regards to the conditions limiting remote surveys.
  • draft amendments to the revised Guidelines on the implementation of the ISM Code by Administrations (resolution A.1118(30)) with regards to the conditions limiting remote ISM Code audits
  • procedures for PSC 2023, revoking resolution A.1155(32), for submission to A33 for adoption. Procedures include MARPOL Annex VI latest amendments (IEEC with technical files -EEXI, EEDI- Fuel Oil Consumption reporting and Carbon Intensity Rating) and add as appendix the 2022 guidelines for inspection of anti-fouling systems (with the detection of cybutryne).                     

III 9 postponed the following matters:

  • revision of Guidelines for PSC under BWM Convention (resolution MEPC.252(67)) and Interim guidelines on control and compliance measures to enhance maritime security (resolution MSC.159(78)), before inclusion as an appendix to PSC Procedures.
  • amendments to ISPS Code verifications (assessments and applications of remote surveys).

III 9 progressed on the following matters:

  • elaboration of guidance to assist competent authorities in the implementation of The Cape Town agreement of 2012.
