European Maritime Regulatory Landscape: September 2026 Update 

Following the European Commission's presentation of its ETS Directive reform proposal in July, the legislative process continues to advance through Parliament and Council. The European Parliament's Environment Committee rapporteur has now submitted proposals for discussion and voting, running in parallel with anticipated conclusions from the EU Council of Ministers. 

 

Regulatory Streamlining and Expansion 

September's agenda includes the long-awaited simplification of parallel reporting procedures for MRV regulations and the Fuel EU Maritime framework. Additionally; discussions are underway regarding the extension of the Carbon Border Adjustment Mechanism (CBAM) to cover additional product categories. 

 

Emerging Legislative Priorities 

Several regulatory initiatives are taking shape for the coming months, including the Accelerator Act, circular economy legislation, and cybersecurity regulations. 

 

Strategic Maritime Initiatives 

September has also witnessed the Commission announcing its priorities for the coming years through the President's address, alongside the rollout of the European Industrial Maritime Strategy implementation through the Alliance for European Industrial Maritime Strategy. An Arctic development initiative is expected in October. 

 

Financial Framework and Innovation Support 

Within the context of negotiations on the European multiannual financial framework (2027-2034), discussions continue regarding the establishment of a competitiveness fund. The implementation of the Horizon programme has raised questions about the functioning of current partnerships. The Waterborne Technology Platform has published its roadmaps detailing identified industrial priorities.
