ETS, MRV and Fuel EU Maritime Revision Proposal (July 2026)

On the 17th of July 2026, the European Commission published two revision proposals: COM(2026) 616 for the Emission Trading System (ETS) directive and COM (2026) 620 for the Monitoring, Reporting and Verification (MRV) system and Fuel EU Maritime regulations.   

 

For the maritime sector, these proposals would expand ETS and MRV coverage, consolidate emission reporting and introduce a reward mechanism for sustainable fuels and technologies. 

 

These proposals will undergo the legislative process with an agreement expected in 2027, and with entry into force planned in 2028 or 2029.
