Bureau Veritas Supports Landmark Deep-Water Floating Wind Project Through Marine Warranty Survey Services

Earlier in August, the world’s first 16 MW tension‑leg floating wind platform, Haiyou Anlan, was successfully connected to the Lufeng Oilfield power grid, supplying green power directly to offshore oil facilities. The project represents an important milestone in the development of deep-water floating wind technologies and offshore energy decarbonization.

As an independent third-party provider of Marine Warranty Survey (MWS) services, MatthewsDaniel (MatDan), part of Bureau Veritas Marine & Offshore (BV), delivered technical support throughout critical marine operations, helping to assess and manage risks associated with transportation, installation and offshore execution.

Located in waters 136 meters deep and 136 km offshore, Haiyou Anlan features heavy displacement and complex tension‑mooring technology, imposing stringent requirements for towage, positioning and hook‑up operations. Projects of this nature reflect the broader trend of China’s offshore energy development expanding into deeper and more remote waters, accompanied by fast‑growing floating wind and offshore oil and gas activities. Operating in these environments involves a range of challenges, including demanding sea conditions, exposure to typhoons, limited weather windows and long-distance towage operations. As projects increasingly rely on high-value assets such as floating structures, wind turbines and mooring systems, effective risk management becomes essential. Issues arising during onshore assembly, transportation or offshore installation can have implications for project schedules, costs and insurance exposure.

Marine Warranty Survey (MWS) is an important component of risk management for major offshore projects, providing independent technical assurance to underwriters, project owners and EPC contractors to help manage risks during offshore operations.

Drawing on its global offshore engineering expertise and specialist resources, MatDan conducted surveys in accordance with international standards to help mitigate marine risks and construction uncertainties, supporting the safe transportation and installation of large‑scale assets. Beyond a procedural check, MatDan’s MWS delivers proactive risk management combining up‑front design assessment with on‑site surveillance.
