THE 12th SESSION OF THE CARRIAGE OF CARGOES AND CONTAINERS SUB-COMMITTEE (CCC 12)

The 12th session of the Sub-Committee on Carriage of Cargoes and Containers (CCC 12) was held in person in London (14-18 September 2026) with hybrid facilities allowing remote participation. 

 

The CCC 12 continued its work on the safety regulatory framework for alternative fuels and emerging technologies. It endorsed the draft revised interim guidelines for the safe carriage of ships using methyl or ethyl alcohol as fuel (MSC.1/Circ.1621), based on operational experience accumulated during their implementation. These guidelines are scheduled for approval by MSC 113 and will inform the work of SSE 13, which is responsible for establishing appropriate fire-extinguishing standards for alcohol fires under the FSS Code. Due to time constraints, CCC12 addressed only methodological aspects of developing interim guidelines for ships using low-flashpoint oil fuels. Discussions on fuel cell power installations and several draft amendments intended to clarify the IGF Code (LNG applications) have been deferred to the Correspondence Group (item 3). 

In parallel, CCC 12 initiated work on new OCCS interim guidelines, establishing a detailed work plan that defines the approach, scope, and structure of these guidelines. Regarding the carriage of captured carbon dioxide aboard vessels, CCC 12 determined that no amendments to the IMDG Code are necessary for onboard storage of captured CO₂; completion of this work is anticipated by 2029 (item 4). 

 

CCC 12 also completed the revision of the Guidelines for the Preparation of the Cargo Securing Manual (MSC.1/Circ.1353/Rev.2) and approved the inclusion of a harmonized performance standard for lashing software, permitting it to serve as a supplement to the Cargo Securing Manual. These revisions require approval by MSC 113 (item 7).

Additionally, CCC 12 instructed Editorial and Technical Groups 45 and 46 to develop amendments to the IMSBC and IMDG Codes to accommodate additional substances. Several new individual schedules will be incorporated. The E&T groups will also address amendments to Special Provision 376 (communication requirements for sodium-ion batteries) and Special Provision 188 (hazard communication for individual battery packages). Responding to a request from the PPR sub-committee CCC 12 concluded that plastic pellets did not belong in the IMBC as they are not considered a safety risk. Lastly a CCC circular has been issued to provide guidance on ventilation requirements under the IMSBC Code for Group B cargoes, particularly Direct Reduced Iron (D) (DRI (D)) (items 5 and 6).
